Long Term Economic Development Strategy For the City of Lompoc

 

Long Term Goals:

1.    Focus on Process of attaining buy-in with all stakeholders in the community.

2.    Focus on Strategy for implementation.

 

Existing Enterprises

  First priority is supporting existing enterprises as the best source of business expansion and local job growth. Focus on promoting local entrepreneurship to build locally based industries and businesses that can succeed among national and international competitors.

 

Business Services

  Open a SBC Workforce Investment Board Business Services Center in Lompoc at the Library or other neutral location in town (not Chamber). The Center will provide employers business and workforce information including labor trends and wage information; training for employees; applicant screening, referral, assessment and testing; economic and business development assistance;  industry trends and opportunities; lay-off prevention and employee retention.

 

Workforce Resource Center

  Open a SBC Workforce Investment Board One-Stop Career Center in Lompoc. The Center will provide information about job vacancies, career options, financial aid and employment trends. Job seekers or anyone who is considering career advancement can get instruction on how to conduct a job search, write a resume or interview with an employer.

 

Youth Programs

  Continue the WIB Summer Youth Employment Program in Lompoc. The program trains youth (14-24 years old) on how to dress, act and work in an office or outdoor setting. Youth are placed into SBC city and non-profit jobs during the summer months. Summer 2010 employed 350 youth countywide.

  Continue the WIB Santa Barbara Youth Corps in Lompoc.

 

Industry Clusters

  Wine, Culinary Arts, & Hospitality - Grow on success of the boutique wine industry with development of Hospitality and Culinary Arts industries. Support commercial/industrial kitchens and training programs at AHC and high schools.

  Medical, Health & Wellness - Grow on success of the Lompoc Valley Medical Center. Support development of a recovery center to be located at former hospital building, (perhaps relocation of Hemet Valley Recovery Center & Sage Retreat?)  e.g. support pursuit of U.S. Economic Development Administration grant for post traumatic stress disorder facility. Also support development of oncology and radiation center across street from hospital.

  Public Safety - Grow on AHC Public Safety Complex & Programs** to be in place by 2013. Expand programs to include Crisis Communications Specialist program with California Emergency Management Agency.

  Edutainment - Support development of California Space Center, e.g. City support of California Space Authority pursuit of U.S. Economic Development Administration grant. Work with State of CA (La Purisima Mission State Historic Park) to establish partnership with private sector or foundation to move toward self sufficiency, e.g. Colonial Williamsburg.

  Artisan Community - Support development of Artisanal Coops for all local products. Collaborate with La P Mission to build up artisanal coop market.

 

City Incentives

  Further develop ED industrial/commercial rate for City Utilities,

  Offer commercial service for LompocNet?

  Continue to streamline City Permit Process

  Make City Administrator accountable for business development

  Tie City/Chamber contract with measureables, e.g. tax base expansion, TOT

 

Tourism

  Strive to keep tourists local by developing high-end dining and lodging options in Lompoc.

  Promote Culinary Arts & Hospitality sector in Lompoc through AHC programs and a local  kitchen incubator.

  Develop support industries for the California Space Center and AHC Lompoc Valley Center Public Safety Complex, both to be completed in 2013.

  Launch a Cultural Assets Committee to design walking map, etc. using research Cultural Assets research that was paid for by City.

  Work with State to develop commercial viability of La Purisima Mission by adding programs for artisanal workshops to build up local workforce and shift toward 7day/week programs, e.g. Colonial Williamsburg.

 

Marketing

  Launch a City Public Information Office for timely dissemination of information and damage control.

  Separate ED Website from City but with link to City & Chamber for different look and interaction.

  Vigorously advertise community events.   "Lompoc calendar of events for 2010."
